This $43 million Federal Aviation Administration (FAA) mandated Runway Safety Area Project involved the addition of lighting, safety features, and EMAS at each end of the North Field Runway at Oakland International Airport. This was a Partnering Pilot for the Port of Oakland and was the first time they used the full Structured Collaborative Partnering™ Model, which included bi-weekly Executive Partnering, monthly Core Partnering, and quarterly Stakeholder Partnering. This project was part of the federally funded Airport Improvement Program, which had a deadline of December 31, 2015. Working collaboratively, the project team pulled the schedule from a completion date of March 17, 2016 (3.5 months late) to November 24, 2015 – 37 calendar days of the requirement. The team also managed to deliver the final project scope $1.1M under budget in spite of incredible technical challenges, including the discovery of a landfill requiring redesign and re-sequencing, and many other operations challenges stemming from working on one of California’s busiest runways.
