Project Description

This $1.034 billion design-build project was a collaboration between the Los Angeles Metropolitan Transportation Authority (Metro) (the contracting authority), Caltrans (a key stakeholder and facility owner), and Kiewit Infrastructures West Co. (the contractor). This project travels through the Sepulveda Pass next to the J. Paul Getty Center, the Skirball Cultural Center, and the American Jewish University. The reconfiguration of this highly congested interstate segment added a 10-mile high-occupancy vehicle lane and improved supporting infrastructure such as ramps, bridges, and sound walls on I-405 while widening lanes from I-10 to U.S. 101. Challenges included extensive utility relocations involving a City of Los Angeles sewer, telephone, and electrical services and more than two linear miles of pipe for Chevron, Exxon Mobil, the Los Angeles Department of Water and Power, and Southern California Gas lines.

The partnering program included kick-off and quarterly maintenance sessions for the executive team and the core project team. Throughout the project, special sessions included owner-team sessions with only Metro and Caltrans, sessions by segment team, and administrative/change order team sessions. Monthly executive team partnering during the heavy construction period helped steer the project.
