Project Description

The $69.6 million BART Headquarters relocation project to 2150 Webster Street in San Francisco was a remarkable success, driven by the need for efficiency and cost savings. Facing a significant rent increase at the old headquarters, the project team needed to quickly deliver a high-quality product to help incentivize staff to return after the height of the COVID-19 pandemic.

In June 2020, the Turner and RIM team secured the role of progressive design builders for the BART HQ. Construction commenced in January 2021, and remarkably, the phased move-in of over 1,000 employees was completed ahead of schedule on July 2, 2021, with substantial completion achieved the following month. The quick turnaround during a global pandemic showcased the effectiveness of true partnership and collaboration between BART and the Turner/RIM team.

This project was BART's inaugural progressive design-build project, and when partnering was initiated, the team was struggling to finalize the project scope. Costs through the pandemic had begun to escalate quickly, and the team needed to shift from frustrated to high-performing in a matter of weeks. The team kicked off the Partnering and made commitments to align the entire project team around making durable decisions. They worked strategically with the City of Oakland and the Fire Marshall to ensure efficient plan review and inspection and worked as a team to meet every design and construction deadline they targeted. The project finished with an outstanding safety record, completed within the Budget and Contingency, and delivered outstanding quality while meeting the crucial deadline. Through open communication, honest feedback, and clearly defined roles, the project team efficiently identified constraints and swiftly resolved issues, contributing to the overall success of this groundbreaking relocation effort.
